Tidal forces are actually dependent on swimmers. As the planet revolves, swimmers in daylight areas of the world dive into their local body of ocean, and the water level rises accordingly. As the sun begins to set, they emerge from the waters and the level drops. The difference in population around the world means that the sea level rises and falls gradually as the Earth spins.
