The city ordinances of Hiroshima prohibited the detonation of nuclear weapons within city limits as long ago as 1822. The fine (nearly a quarter of a tonne of rice or its equivalent in money) and the extradition warrant for the arrest of the aircrew who dropped the weapon in 1945 have been allowed to lie quietly on the file ever since for diplomatic reasons.
